調查局草擬的「保防工作法」草案被媒體全文po上網，遭批「人權嚴重大倒退」，民進黨立院黨團總召柯建銘今（10）日受訪時直言，這個看起來應該是舊國民黨時代草擬的版本，立法院不可能會同意這樣的版本，因為是無限擴權、無限上綱，不只是「人二復辟」而已，裡面存在對人權的侵害，連基本的法治觀念都沒有，難怪大家會反彈，現在行政院把它退回一定有原因。
柯建銘指出，保防法最近吵的如火如荼，事實上到目前他自己也沒看過版本，但是媒體昨天有披露出來，那個版本看起來應該是舊國民黨時代草擬的版本，在上一屆立法院會期時，調查局有把草擬好的版本拿來跟立委交換意見，那時一看，就覺得這個絕對不通，立法院不可能會同意這樣的版本。
柯建銘說，那個舊版本是無限擴權、無限上綱，不只是人二復辟而已，裡面存在對人權的侵害，連基本的法治觀念都沒有，被行政院退回的版本，應該就是過去國民黨的版本，難怪大家會反彈，現在行政院把它退回，一定有原因。
柯建銘重申，國民黨時代的舊版本，會讓人覺得侵犯人權，包括人二復辟等等，外面所批評的，行政院都非常了解，這個版本不可能會通過的。

台中市低碳運輸發展再創里程碑！捷順交通公司斥資逾1億元，購入8輛的凱勝綠能電動巴士，本月23日將行駛台中國際機場-國美館路線，成為亞洲機場首條電巴路線。另捷順也斥資近3千萬元，再購置2輛的凱勝電巴，加入另2條既有的市公車路線，使台中市電巴總數52輛，已高居全台第一。
台中市目前電巴總數，約占台灣地區近二分之一，且捷順交通的低地板電動公車累計達30輛，分別行駛台中市5條公車路線，成為全台規模最大低地板電動公車的車隊。
台中國際機場快線電動公車批踢踢昨舉行啟用記者會，包括台中市交通局長王義川、觀光旅遊局長陳盛山、捷順交通董事長郭修祥、凱勝綠能科技董事長陳怡仁、能海電能科技董事長范弘銓，及台中國際航空站主任張瑞澍等人，均到場；會後還一起試乘，親身體驗低碳運輸的舒適感。
與會的台中市交通局長王義川表示，台中國際機場的聯外交通相當重要，市府共規劃推出3條「機場快線」公車路線，包括「國美館-台中國際機場線」（經烏日高鐵站）、「台中火車站-台中國際機場線」（經台灣大道），及「逢甲夜市-台中國際機場線」（經中清路）。
因上述3條「機場快線」公車路線，沿線有許多飯店與知名民宿，對港澳、星馬、日韓的背包客來說，將是搭乘非常方便的機場聯外運輸系統。
鑑於長榮航空與台鐵「Hello Kitty」彩繪機的成功經驗，這次採購電巴案，經由台灣三麗鷗的授權，依照不同路線，打造了5款適合大人、小孩的「Hello Kitty彩繪電公車」，及1款三麗鷗的新肖像「哈尼鹿彩繪電公車」，將會陸續登場，成為公路運輸業活潑、創新的新典範。
捷順交通董事長郭修祥指出，此次購置凱勝的電動公車，為低地板鋁合金車身設計，搭配高性能輪鼓馬達，及國內長利科技的動力電池，因擁有高達250公里以上的有效續航力，且搭載了多項主、被動安全系統，為目前國內最高安全係數的電動公車。
另透過低地板化設計，上下車毋需再爬階梯。而電巴具備車身側傾與無障礙渡板，再搭配車內寬敞安全裝置的無障礙空間，可提供以人為本、無障礙及友善的新時代公共運輸服務，並透過全電動化，讓公共運輸進入綠能世代。
凱勝董事長陳怡仁更宣示，將持續配合台中市政府推動綠能運輸的決心，以創新的綠能公共運輸服務，取代現有大量的內燃機運具，期以新世代的綠能運輸，進而提升原有公共運輸客群的乘車品質。
